Sharpen, unblur, or upscale
Sharpen is for a photo that is already nearly right. Edges exist; they are just a little dull. Unblur is for mild softness from focus or a small shake. Upscale is for a file that is too small for the place it needs to go.
If you upscale a blurry photo first, you enlarge the blur. If you sharpen a noisy night photo, you sharpen the grain. Denoise or low-light comes before a heavy sharpen.
Look at the result at 100%. Halos around letters and branches mean the fidelity slider went too far. Move it left and run it again. On-device passes are free, so there is no reason to keep a harsh one.
